About Scoutender
Scoutender is a product of GeoNomad Consulting, an independent consulting firm specialized in multi-source data valorization and in the procurement processes of African donors and governments. Our internal intelligence work pushed us to industrialize what used to be a tedious manual effort: continuously monitor international and national donors, qualify the opportunities, share the pipeline across consultants. We have opened the tool to other structures facing the same need.
Our mission
Give consulting firms, engineering studies bureaus and development actors operating in Africa a comprehensive and qualified view of tender opportunities published by international donors. Reduce the opportunity cost of manual monitoring, raise the quality of the commercial pipeline, and democratize access to sources that are often invisible or technically hard to scrape.
Continental and multi-sector coverage
Since June 2026, Scoutender monitors the 54 African Union member states + Haiti, Francophone, Anglophone and Lusophone included. Regions are organized around economic unions (ECOWAS, extended North Africa, COMESA, SADC) and relevant geographic zones (Central Africa CEMAC+DRC, Horn of Africa, Indian Ocean, Caribbean). On the sectoral side, the classifier recognizes energy, transport, water & sanitation, agriculture, health, education, ICT, environment & climate, mining, legal & governance, and multi-sector — covering the full set of development priorities.
Our approach
100% free during the pilot phase. No paid LLM dependency — our heuristics are deterministic, transparent and auditable. European hosting (Hetzner, Falkenstein) with full GDPR compliance. Shared catalogue for all user firms, with strictly private decision statuses per firm.
Why free during the pilot?
We are testing real value for different firm profiles (international consulting, engineering bureaus, EPC, private companies). In exchange, we ask our first users for regular feedback on scoring, missing sources and false positives — directly via the interface or by email. The business model will be transparent at the end of the pilot, with a free tier preserved for individuals and NGOs.
